EGKA AD 2.20  LOCAL AERODROME REGULATIONS

1  Airport Regulations
  1. Use of this airport by non-radio aircraft is subject to prior permission.

  2. Standard light signals should be followed.

  3. High visibility clothing is mandatory airside. Groups of two or more people can be escorted by one wearer of high-visibility clothing (tabard/jacket) if kept together.

  4. Local council by-laws prohibit dogs airside. Dogs are expected to be in a suitable dog carrier or on a lead, under full control of the handler/owner.

  5. While airside, each aircraft commander is responsible for the safety of their passengers and other crew members.

  6. The parking rows numbered 70-72 and helipads H4-H6 must only be accessed by persons attending the aircraft for flight purposes. No visitors or sightseers are permitted.

  7. When taxiing on the grass, keep to cut grass taxiways. The longer (uncut) grass areas are not inspected and are unfit for manoeuvring of any type.

  8. Maintenance is prohibited in all parking areas and main concrete apron without the express permission of aerodrome management.

  9. Out of hours movements (fixed wing and rotary) are strictly prohibited without an agreed extension to services.

  10. Unless in receipt of authorised handling, all visiting aircraft should report to the Airport RFFS office C.

  11. The carriage of dangerous goods into or out of EGKA, as specified by the Air Navigation (Dangerous Goods) Regulations 2002, is strictly prohibited.

  12. Use of this aerodrome is subject to the published schedule of fees, charges, terms and conditions. Copies are available from Airport Administration and on the Airport Website www.flybrighton.com.

  13. Aircraft engines shall not be run outside of notified operating hours without prior management approval via ATS or Fire Crew. An outside operational hours charge may be applied.

2  Ground Movement

Not applicable

3  CAT II/III Operations

Not applicable

4  Warnings
  1. Aircraft approaching Runway 02 are reminded of displaced threshold and should NOT attempt to touch down on the numbers or the threshold line. Pilots to follow PAPIs (MEHT 16 FT) in order to safely overfly trains and railway line embankment on very short final.

  2. Caution soft ground either side of Taxiway Kilo. Enter and exit on marked points only.

  3. Caution should be used when taxiing on Taxiway A to ensure adequate wing-tip separation from aircraft holding at Hold C1.

  4. Caution, model aircraft fly adjacent to Runway 20 approach on the hills at approximately 1 NM from the threshold up to 450 FT AMSL.

  5. Caution, kite flying along the coast and on other areas within the ATZ up to 100 FT AGL.

  6. Caution, turbulence may be encountered on final approach Runway 24 over the river, especially when the tide is out.

  7. Runway 06/24 is not even and level along its length.

  8. HT Cables to the North East of aerodrome, running north east-south west 585 FT AMSL at 2 NM. Terrain to the North of the Aerodrome rising to 783 FT AMSL at 4 NM.

  9. Caution, reduced wing tip clearance between taxiing and parked aircraft on main concrete apron.

  10. Caution, flocks of birds can descend on the aerodrome quickly. Occasionally, pilots may face delays, if birds are difficult to disperse.

  11. Grass cutting will take place on the aerodrome daily between March and October.

  12. Restrictions to operations will be applied during LVPs. Only the hard runway and Taxiway Alpha will be in use.

  13. Wind information passed by ATS is given as Degrees True. Pilots are to allow for current magnetic variation.

  14. Pilots are to be aware that the Runway 06 climb-out/Runway 24 approach is over a built-up area. Pilots departing Runway 06 and wishing to make an early turn are to request this from ATC, as helicopters may be operating north side of Runway 06 or inbound from the southeast.

  15. Caution, potential for building-induced turbulence on the final approach to Runway 20 and Runway 13 when surface winds are from a south-easterly direction.

5  Helicopter Operations
  1. Helicopter circuits from HTA 'W' are frequently active below the fixed-wing 'dead-side' and 'live-side' circuit patterns subject to the runway(s) in use. The profile of the helicopter circuit is described below. The pilot in command of helicopters operating in the helicopter circuit may adopt passive RTF but must maintain a listening watch on the appropriate frequency:

    1. HTA 'W' - Runway 02 in use - Left hand circuit, remain west of 02/20 runway strip. Climb to the north-east to 600 FT QNH. On turning south on the downwind leg climb to 800 FT QNH to be level before crossing the A27. When passing over the football ground descend to 600 FT QNH and continue to the coast before turning left toward the aerodrome and make the approach to HTA ‘W’.

    2. HTA 'W' - Runway 20 in use - Right hand circuit, remain west of 02/20 runway strip. Climb on a track parallel to the departure lane from the main runway, when crossing the railway line turn right 10 degrees. Continue to the coast and turn north-east for the downwind leg and continue climb to 800 FT QNH to be level by the football training ground. After crossing the A27, descend to 600 FT QNH to be level before turning east and upon reaching the River Adur turn south towards the aerodrome and make the approach to HTA ‘W’.

  2. A sloping ground training area is situated adjacent to the northern windsock on the northwestern side of the aerodrome.

  3. All helicopter arrivals and departures shall enter/depart the ATZ not above 600 FT QNH unless otherwise authorised and request specific clearance to cross any runway strip.

  4. Helicopters should avoid overflying built up areas that are adjacent to the arrival/departure routes and should not fly along the river from the harbour entrance, but shall remain on the coast to the southeastern corner entry route of the aerodrome.

  5. Confined helicopter training area (HTA 'Q') is situated NNW of HTA 'W'. Not to be used by solo/student pilots.

6  Use of Runways
  1. More than one runway may be in use at any one time.

  2. Runway 02/20 will always be preferred subject to operational limitations. Aircraft departing Runway 20 should avoid overflying as much of the built up areas to the south and follow the published noise abatement procedures.

  3. Circuit heights are 1100 FT AAL for all runways.

  4. Variable circuit direction at discretion of ATC.

  5. Unless otherwise instructed aircraft joining the circuit will overfly the aerodrome maintaining 2000 FT AAL, until instructed to descend to circuit height on the inactive (dead) side of the runway in use and join the circuit by crossing the upwind end. Pilots should note that there would frequently be helicopters operating both ‘liveside’ and ‘deadside’ in the ATZ up to 800 FT.

  6. Aircraft joining direct to the crosswind leg should arrange their flight to track over the upwind end of the runway-in-use, ie in the same position as if approaching it from the ‘deadside’. Unless otherwise instructed, this should be at circuit height.

  7. Departing aircraft shall not turn on course below 600 FT QNH unless approved by ATC.

  8. All fixed wing aircraft should be aware of helicopters operating live side and dead side beneath the fixed wing circuit patterns.

  9. Departing aircraft, and aircraft going around, should be aware of the possibility of aircraft on the crosswind leg at 1100 FT QFE.

  10. PAPIs are to be used for Runway 02/20 asphalt only, not for grass 02/20.

  11. The Runways 02/20 asphalt and 02/20 grass are operated as a single runway strip. No simultaneous parallel approaches or departures are permitted.

  12. Grass runways are unavailable before 1000 (0900) Monday-Friday to facilitate grass cutting, between 01 March-31 October each year.

7  Training
  1. Circuit training (fixed-wing & rotary) is not permitted Sundays. It is permitted Mondays 1000-2000 (0900-1900) and Tuesday-Saturday 1000-1800 (0900-1700).

  2. Runway 02/20 Grass and 13/31 are not available for touch and go's.

  3. Only Runways 02 and 31 may be used for practice engine failure after take-off.

  4. Instrument training is strictly PPR.

  5. Qualifying cross country flights are strictly PPR.

EGKA AD 2.21  NOISE ABATEMENT PROCEDURES

  1. Noise abatement techniques should be practiced at all times, the area to the east and west being particularly sensitive.

  2. Aircraft departing Runway 20 should make a 10 degree turn to the right on reaching the railway line. This track should be maintained until reaching the coast before turning left or right on course.

  3. Runway 02/20 is the preferred runway for noise abatement purposes.

  4. Ground engine runs should not be performed adjacent to buildings, re-fuelling areas or on the concrete apron. These will normally be performed on the B taxiway or C loop. All ground runs are logged by ATS for noise abatement purposes.

  5. Prolonged helicopter hovering details should not be completed adjacent to buildings.

  6. Prolonged helicopter operations on Runway 24 are to be avoided unless a strong easterly wind prevails.

EGKA AD 2.22  FLIGHT PROCEDURES

1  Radio Communication Failure Procedures
  1. In the event of an aircraft experiencing a radio failure during daytime, an aircraft should join overhead the aerodrome, fit into the traffic pattern and overfly the runway in use at 500 FT before positioning for landing.

2  Instrument Approach Procedures
  1. Instrument Approach Procedures (IAP) for this aerodrome are established outside controlled airspace. See ENR 1.5.

  2. The RNP IAP's should not be used if an approach service is not available.

  3. Rules of the Air regulations, Section 6 apply when using RNP IAP's.

  4. Use of the RNP IAP without an approach service may result in investigative action being taken by the ANSP.

3  ATS Services
  1. Approach service may not be available every day.

  2. Each day is notified on the Airport website at www.flybrighton.com/atc-availability.

4  Visual Reference Points (VRP)
  1. Details of VRPs are available in the consolidated 'Visual Reference Points List' published on the 'Digital Dataset' page of the NATS AIS website, www.nats.aero/ais.
